Typically, Marvel has been reticent to sign up directors too far ahead of time. But it looks like the positive advance buzz for Captain America: The Winter Soldier has been so good that it appears that they are willing to make an exception in this case.
Variety is quoting Marvel sources that preliminary negotiations have begun with Joe and Anthony Russo, directors of Captain America: The Winter Soldier for a return for Captain America 3. It is said that it will wait to see how well the film does when it’s released in April to start negotiations in earnest, but that the brothers have already start work on the plot arc for the sequel.
No writer or potential release date has been announce, but it seems logical that the next installment will arrive in 2017.This means the sequel would either be one of the last films of Phase III or one of the first films of Phase IV, depending on where it falls in regards to Avengers 3. It could also mean that there is one less spot for Marvel films such as Doctor Strange, Black Panther or The Inhumans, meaning the odds we won’t see one or more of those films until 2018 at the earliest.

Interesting. And didnt Marvel sew up Favreau in quick order?
There was a little bit of wrangling before Favreau signed on for the sequel.
